About The Salvation Army
For generations, The Salvation Army has been one of the most recognized names in social services, and in Rockford that reputation is backed by real, daily work dating back to 1913. The Salvation Army of Winnebago County's Social Service Center serves as the hub for a wide range of programs designed to meet people where they are, regardless of their circumstances.
The Salvation Army of Winnebago County is led by Captains Alex and Carolina Yanez, with Captain Alex Yanez serving as the Winnebago County Coordinator overseeing all operations. Working alongside them is Captain Natalie Austin, the Mission Integration Officer, who works directly with the Social Services department to ensure programs stay closely tied to the community's most pressing needs. Together, the team operates with a straightforward mission: to meet human needs without discrimination. That commitment shows up across nearly every area of community need, from families standing in line at the food pantry, to parents facing a past-due utility bill, to individuals working toward long-term stability.
That work was recognized this year when The Salvation Army of Winnebago County was named the 2025 Community Champion at the Excalibur & Excelsior Awards, an honor reserved for organizations whose contributions have made a measurable difference in the region. The award reflects more than a century of consistent presence in Rockford and Winnebago County, showing up for neighbors during economic downturns, natural disasters, and the everyday emergencies that don't make headlines but can quietly upend a family's life.

What They Do
The Salvation Army's local services span far more than most people realize. Key programs include:
Basic Needs: The Emergency Food Pantry is one of the largest and most-used programs, providing groceries and hunger relief to families and individuals throughout Winnebago County. The Salvation Army of Winnebago County also offers emergency rental and utility assistance to help households avoid eviction or shutoff.
Pathway of Hope: A case-management program that helps families with children break the cycle of generational poverty. Families are paired with a dedicated caseworker who helps them set goals and connect with resources on the path toward stability and self-sufficiency.
Youth & Family: Youth programming, family services, and holiday giving through the Angel Tree Program and other seasonal programs.
Recovery & Wellness: Recovery support, health services, and the Adult Rehabilitation Center
Emergency Disaster Services: Local response to fires, severe weather, and other emergencies, providing food, hydration, emotional and spiritual care, and support for first responders and affected families.

How 211 Connects You
When someone in Winnebago County calls or texts 211, a trained resource specialist listens to their situation and identifies the right local programs to help. The Salvation Army is one of the agencies in the 211 database, meaning a caller dealing with an unpaid utility bill, food insecurity, or a housing crisis may be referred directly to the Hollister Avenue location or another Salvation Army site in the area.
211 doesn't just hand out a phone number. This service helps people understand what they may qualify for and how to take the next step. That warm connection can make all the difference for someone who doesn't know where to start.
